If your vehicle is not compliant, you may be able to pay your registration fee to obtain a 90-day Temporary Operator’s Permit (TOP) from the DMV. The 90-day period begins on the day your vehicle registration expires. TOP is not an extension of compliance; CARB believes that TOP is your last chance to demonstrate or achieve compliance with the Truck & Bus Regulations.

To be CARB compliant under one of these options and obtain a DMV vehicle registration, the vehicle owner must report in CARB’s TRUCRS reporting database, verify low consumption or NOx-free status, and comply with exemption requirements in the future time.
The Truck and Bus Regulations are California law. CARB staff, management, executive officers and board members are all bound by the regulatory requirements and do not have the authority to offer additional extensions or exemptions not already provided for in law.
If you intend to sell a non-compliant vehicle subject to the regulations, you must provide the buyer with a specific written disclosure statement on the bill of sale, contract of sale addendum or invoice regarding the Truck & Bus Regulations.
